VMware vSphere 6 – A general system error occurred: No connection could be made because the target machine actively refused it

When attempting to power on the virtual machine from either the web client or the C# vSphere client.

The cause here is that the VMware vCenter workflow manager service is stopped.

Start it- and you should be good to go.
